Mandatory Energy Efficiency Standard for Charging Piles Takes Effect November 1, Fee Reform Enters Second Month
On November 1, the mandatory national standard GB 46519-2025 "Energy Efficiency Limits and Energy Efficiency Grades for Electric Vehicle Power Supply Equipment" officially took effect. This is the first mandatory energy efficiency standard for the charging infrastructure sector, establishing energy efficiency baselines and a tiered grading system for charging pile products. Simultaneously, charging piles have been brought under CCC certification management, with products lacking CCC certification prohibited from production, sale, and use in business activities starting August 1, 2026. The charging and battery-swapping industry has formally entered an era of dual "energy efficiency plus safety" regulation.
Three-Tier Energy Efficiency Grading for DC Charging
The standard classifies DC charging equipment into three energy efficiency grades, with Grade 1 as the highest. For integrated DC charging piles, Grade 1 requires charging efficiency of no less than 96.5%, Grade 2 at 95.5%, and Grade 3 (market access threshold) at 94.5%, with standby power consumption capped at 30.0W across all grades. For split-type DC charging piles, efficiency requirements are identical, with standby power consumption limited to 48.0W, and per-100A terminal operating power consumption requirements of 600W for liquid-cooled and 300W for non-liquid-cooled types. AC charging piles have a standby power consumption limit of 7.0W without tier grading.
A 13-month transition period has been set for existing equipment: products manufactured before November 1, 2026, must comply by November 1, 2027. The standard will accelerate the elimination of backward production capacity and drive enterprises to focus on high-efficiency products. Technology pathways are becoming clearer, with silicon carbide (SiC) and gallium nitride (GaN) semiconductor applications expected to accelerate.
Charging Fee Reform: Two Months In
Simultaneously, the charging pile fee reform that took effect September 1 has now been in operation for two full months. Three hard constraints have been implemented: first, public charging service fees are capped nationally at 0.5 yuan/kWh, regardless of fast or slow charging, urban or highway locations, down from previous rates of 0.8-1.5 yuan/kWh in first-tier cities; second, mandatory price-fee separation requires operators to separately display base electricity fees and charging service fees on charging pile screens, mobile apps, and station signage; third, undisclosed surcharges are prohibited, with overtime occupancy fees allowed only if publicly announced in advance and not bundled with charging fees.
The reform also replaced fixed peak-off-peak pricing with dynamic electricity pricing that fluctuates based on grid load, solar generation output, and market supply-demand conditions, updating every 15-30 minutes. After two months of operation, midday hours (11:00-15:00) now offer prices generally lower than the previous late-night off-peak period due to abundant solar generation, while evening peak hours (18:00-22:00) see notable price increases. This mechanism helps shift charging loads toward renewable energy peak generation periods, improving overall power system efficiency.
