Nine Departments Issue "15th Five-Year Plan" for Smart Connected New Energy Vehicles: 70% NEV Sales Target by 2030
The Ministry of Industry and Information Technology and nine departments recently issued the "15th Five-Year Plan for Smart Connected New Energy Vehicle Industry Development." The plan explicitly sets a target that by 2030, the share of new energy passenger vehicles in total new vehicle sales will reach 70%.
During the "14th Five-Year Plan" period, China's NEV industry scaled from the million-unit level to the ten-million-unit level, with annual sales growing from 1.367 million to 16.49 million units, and the share in new vehicle sales rising from 5.4% to 47.9%. The industry system has become increasingly complete, with China's output of NEVs, power batteries, and key materials accounting for over 70% of the global total. International influence continues to grow, with products exported to over 100 countries and regions.
The plan establishes four sub-targets: passenger vehicle average fuel consumption and pure electric vehicle average energy consumption standards; achieving highly autonomous driving on highways, urban expressways, and selected urban roads; a 15% increase in total labor productivity compared to 2025; and cultivating several automakers ranking in the global top ten by sales and parts companies in the global top 100.
To ensure target achievement, the plan deploys 17 key tasks across five areas: improving technological innovation capability, advancing industrial system optimization, promoting cross-sector integration, building a scientific governance system, and opening new prospects for global industrial cooperation. It also launches four major engineering projects and three key action plans, including an "AI + Automotive" development initiative.
