Seven Departments Jointly Promote Full-Chain Automotive Consumption Expansion
On August 31, the Ministry of Commerce, jointly with the National Development and Reform Commission, the Ministry of Industry and Information Technology, and four other departments, issued the "Implementation Opinions on Promoting the Expansion and Upgrading of Commodity Consumption," introducing 20 measures to boost commodity consumption. The document sets a target of reaching approximately 60 trillion CNY in total retail sales of consumer goods by 2030, cultivating three ten-trillion-level consumer markets in green, smart, and health sectors. In the automotive sector, the policy calls for deepening pilot reforms of automotive circulation, removing unreasonable restrictions on vehicle purchase and use, regulating used car operations, improving charging infrastructure and vehicle recycling systems, developing aftermarket segments such as vehicle modification and RV camping, and shifting automotive consumption from purchase management to use management.
In terms of purchase and circulation management, the policy promotes pilot reforms of automotive circulation and consumption, clears unreasonable restrictions in vehicle purchase and use, and urges relevant regions to optimize vehicle purchase restrictions. It innovates motor vehicle use management by transitioning from purchase management to use management, driving automotive consumption across the entire chain.
In used car market development, the policy improves the used car management system, promotes mutual recognition of unified used car sales invoices, implements tiered and classified supervision of used car operators, and standardizes industry practices.
In aftermarket expansion, the policy encourages the development of vehicle modification, repair and maintenance, motorsport, and RV camping, and establishes a recognition and management system for classic vehicles. A three-year action plan for high-quality development of small and minibus leasing is implemented to grow the vehicle rental market.
In full-lifecycle supervision and recycling, a cross-departmental information sharing platform is established, building a vehicle lifecycle information system covering sales, registration, maintenance, insurance, and scrapping. The scrap vehicle recycling system is improved, dismantling enterprise qualification management is strengthened, and channels for scrapping old vehicles are streamlined.
In NEV charging infrastructure, the policy improves the construction of charging facilities along highways and at transportation hubs, promotes balanced deployment of public charging piles and urban parking lot charging stations, upgrades highway service areas, and creates automotive service stations and roadside consumption clusters.
Yan Fei, President of the Guangdong Automobile Circulation Association, stated that the "Implementation Opinions" is of great significance to promoting the healthy development of the used car market and the automotive aftermarket. The provision on "promoting mutual recognition of unified used car sales invoices" will play a significant role in addressing current industry pain points.
"Currently, used car transaction invoices cannot be mutually recognized across regions," Yan noted. "For example, if a used car is purchased in Shenzhen, a local used car transaction invoice is issued. When registering the vehicle in Guangzhou, another invoice must be issued at a Guangzhou used car market. Provinces and cities do not recognize each other's invoices, which hinders cross-regional used car circulation and the development of a unified national market."
He Qiming, Vice President of the Guangdong Automobile Circulation Association, pointed out that lifting cross-regional restrictions on used car transaction invoices would be a clear positive for used car dealers. However, excessive price competition among new vehicles continues to impact the used car market, and consumer willingness to buy or sell has declined, causing used car transactions to fall short of expectations.
