China-Africa Cooperation: Four-Party Agreement Signed for Hunan Circular Economy Industrial Base; Africa Trade Headquarters Expansion Zone Opens
On August 18, the 'Gathering Strength for China-Africa Cooperation, Empowering Mutual Benefit' Ghana, Mozambique, and Tanzania Trade and Investment Matchmaking Conference and the launch ceremony for the Africa Trade Headquarters Expansion Zone were held at the Changsha Economic and Technological Development Zone. Liu Lei, Vice President of Guolian Shares' Tuduoduo, was invited to attend the event and co-signed the China-Africa (Hunan, Changsha) Circular Economy Industrial Base cooperation agreement together with the Hunan China-Africa Economic and Trade Cooperation Promotion Research Association, Hunan Yanxiang Renewable Resources Comprehensive Utilization Co., Ltd., and Huizhou Mikai Technology Co., Ltd.

Zheng Ping, Member of the Party Leadership Group and Vice Mayor of Changsha; Wu Zhaoshu, Party Secretary and Director General of the Changsha Municipal Commerce Bureau; Ghanaian guest Chief Nana Kwame Bodei III; Peng Zheng, Executive President and Secretary-General of the Hunan China-Africa Economic and Trade Cooperation Promotion Research Association; Huang Jing, Deputy Director of the Free Trade Coordination Division of the Hunan Provincial Department of Commerce; and Zhao Wenjiao, Deputy Secretary of the Party Working Committee of the Changsha Economic and Technological Development Zone, attended and delivered speeches. Representatives from domestic and overseas industrial parks, business associations, and enterprises gathered to conduct pragmatic matchmaking on industrial investment, park cooperation, key country market development, and enterprise overseas expansion services.
This event further formed a 'one zone, sixteen parks' domestic and overseas two-way linkage cooperation network for Africa. The 'one zone' refers to the China-Mozambique Economic Cooperation Zone, while the 'sixteen parks' link key domestic and overseas industrial platforms including the East Africa China Industrial Park, Ghana Oriental Artificial Intelligence Safety Industrial Park, Mozambique Moamba Special Economic Zone, Savani Industrial and Economic Zone, and the Mingcheng Green Valley Smart Industrial Park Africa Trade Headquarters Expansion Zone. As an important node of the 'sixteen parks,' the China-Africa (Hunan, Changsha) Circular Economy Industrial Base cooperation agreement was officially signed. Li Lina, Finance Department Director of the Hunan China-Africa Economic and Trade Cooperation Promotion Research Association; Zhang Ziming, Chairman of Hunan Yanxiang Renewable Resources Comprehensive Utilization Co., Ltd.; Tang Qi, General Manager of Huizhou Mikai Technology Co., Ltd.; and Liu Lei, Vice President of Guolian Shares' Tuduoduo, signed on behalf of the four parties respectively. The base will leverage the policy advantages of the Hunan Pilot Free Trade Zone and the platform resources of the Africa Trade Headquarters, focusing on renewable resource recovery and utilization, circular economy industry incubation, and two-way circulation of China-Africa resources, exploring a cluster-based model of 'platform + park + enterprise' collaborative overseas expansion.

Currently, Hunan enterprises' cooperation with Africa is gradually shifting from a single-point overseas expansion model to a cluster-based model featuring platform organization, park hosting, and service support. The third growth curve, centered on cross-border industrial belt expansion, is an important strategic direction for Guolian Shares. In recent years, Guolian Shares has continued to deepen its African footprint, building a supply chain service network covering West Africa, East Africa, and Southern Africa through its '1750' strategy. This signing will further promote the deep integration of Guolian Shares' industrial e-commerce platform capabilities with Hunan's Africa cooperation highland, injecting new momentum into China-Africa circular economy cooperation and green industry chain development.
