"Airborne Vanguard" Surveys the Airway
In the early morning along the Yangtze River in Wuhan, Hubei, river fog drifts over the water. A drone autonomously takes off from a drone nest on a docked barge, cruising along a preset route and transmitting high-definition images of bridge areas, shoals, and navigation facilities in real time. Meanwhile, the "Channel Smart Eye" command platform receives aerial data, enabling staff to complete a "cloud-based inspection" of the entire channel without leaving their offices.
Today, drones have become the "aerial vanguard" for safeguarding the golden waterway by the Yangtze River Channel Bureau. Entering the "15th Five-Year Plan" period, the bureau has accelerated the development of smart transportation by fully implementing large-scale drone inspections across the region. This innovative approach establishes a new three-dimensional intelligent inspection model, achieving multiple breakthroughs in improving channel maintenance quality, efficiency, and safety, injecting strong momentum into the construction of a smart Yangtze River channel.
Comprehensive Deployment: A Fully Formed Three-Dimensional Inspection System
The Yangtze River Channel Bureau has made drone applications a core focus of modernizing channel management. By integrating equipment, operators, and drone nests, the bureau has transitioned from localized pilots to large-scale applications along the entire Yangtze River trunk. Currently, 14 channel units under the bureau are equipped with over 170 drones, 34 standardized drone nests have been built and put into use, and more than 50 certified professional drone operators have been trained, including 36 beyond-visual-line-of-sight pilots. This professional flight team now fully covers key sections of the upper, middle, and lower reaches of the Yangtze River.
During the flood season, the waters in the Nantong section of the Yangtze River are turbulent, with heavy ship traffic near bridges and limited space for navigation buoys to maneuver. As early as August last year, the Nantong Channel Office of the Yangtze River began using drones to unlock new perspectives for channel inspections. Drones can quickly reach areas that traditional inspection methods struggle to access in a short time, transmitting high-definition images and data in real time. They provide comprehensive, high-precision monitoring of vessel traffic, navigation aids, and the surrounding water environment, enabling channel management departments to promptly grasp channel conditions and address potential issues.
Since the beginning of this year, the Yangtze River Channel Bureau has continued to enhance its equipment and facilities, aiming to achieve full coverage of 72 drone-operable grassroots channel offices by the end of the year. Leveraging drones, video surveillance, remote monitoring and control terminals for navigation aids, and channel operation vessels, the bureau has built a "four-in-one" three-dimensional inspection system. This system thoroughly covers traditional blind spots for ship inspections, such as bridge navigation areas, shoal evolution zones, and geological hazard points. In the first half of the year, drones conducted a total of 1,582 hours of inspections, with each drone flying an average of 2.2 hours per month and completing six inspection missions. Overall inspection efficiency has improved by more than 50% compared to traditional ship-based inspections, with significant advancements in channel data collection coverage and emergency response speed.
Multi-Scenario Integration: Transforming Maintenance Models with Quality and Efficiency
The Yangtze River Channel Bureau has fully leveraged the mobility and non-contact operation advantages of drones, innovatively implementing a standardized "drone-first inspection, vessel follow-up verification and handling" mechanism. This approach comprehensively covers tasks such as navigation aid fault checks, channel facility damage inspections, supervision of on-water construction sites, and emergency incident investigations, enabling "minute-level" on-site evidence collection and verification for various navigation hazards.
Technological innovation continues to unlock new "drone+" operational scenarios. The Yangtze River Channel Bureau pioneered the use of "drones + flexible robotic arms" for automatic navigation aid light replacement, completing a single remote operation in just 15 minutes—three times more efficient than manual operations near water. Complementary high-pressure water guns mounted on drones enable non-contact cleaning and maintenance of navigation aids, significantly reducing the safety risks of workers climbing near water. Additionally, drones equipped with LiDAR devices conduct shoreline surveys and create three-dimensional channel models with centimeter-level accuracy, providing precise digital foundations for analyzing shoal evolution and channel improvement projects.
In the field of emergency rescue, drones have been integrated into the Yangtze River's comprehensive emergency response system. In the event of emergencies such as navigation aid collisions, vessel groundings, or geological disasters along riverbanks, drones can immediately take off to conduct close-range investigations, transmitting real-time images to support command and dispatch operations. This creates a rapid-response chain for incident detection, analysis, and coordination.
Dual-Engine Drive: Strengthening the Foundation for Standardized Smart Operations
To ensure the safe, compliant, and efficient operation of drones, the Yangtze River Channel Bureau adheres to a dual approach of prioritizing standards and leveraging digital technology. Under the guidance of the Water Transport Bureau of the Ministry of Transport, the bureau has organized Yangtze River channel technical experts to draft the "Low-Altitude Drone Channel Inspection Technical Guidelines (Trial)." Simultaneously, over 30 supporting systems have been developed, covering flight safety management, equipment maintenance, and record-keeping. A standardized process has been established, including "one drone, one file" equipment management, full-flight record retention, and operational review and optimization.
The digital management hub, the "Channel Smart Eye" platform, has been built and put into operation. This platform centralizes, stores, and manages drone inspection footage and channel operation results, enabling unified management of inspection data across the entire channel. It provides real-time digital support for precise channel maintenance and scientific scheduling. Currently, three channel units in Shanghai, Yibin, and Chongqing have successfully obtained long-term flight permits for routine operations across their regions, forming replicable and scalable airspace flight demonstration models that enhance standardized flight operations across the entire channel.
Currently, the Yangtze River trunk channel spans various controlled and no-fly airspaces. Conventional flight approval processes are cumbersome, and there is a lack of rapid approval channels for cross-jurisdictional and emergency flights. The incomplete airspace coordination mechanism has become a major constraint on the large-scale and routine application of drones. The Yangtze River Channel Bureau plans to focus on streamlining compliant flight channels, replicating and promoting the mature experience of long-term airspace permits in three regions, and establishing a multi-party long-term coordination mechanism. This includes fully implementing annual flight whitelists, simplifying batch approval processes, and setting up dedicated green channels for emergency rescue flights. These measures aim to minimize the application process for grassroots flight operations and ensure the immediate deployment of drones for routine inspections and emergency incidents.
Upgrades to equipment and digital platforms are accelerating simultaneously. The Yangtze River Channel Bureau will strive for policy support to incorporate drone equipment, intelligent management platforms, AI recognition and warning systems, and multi-source data integration projects into the medium- and long-term planning for smart channel construction. Efforts will address gaps in intelligent application research and development investment, continue to promote full coverage of drone operation points along the entire channel, and gradually achieve comprehensive spatial awareness of key Yangtze River sections. The bureau will also work to establish mechanisms for cross-unit data sharing and unified industry technical standards. By leveraging new productivity from low-altitude intelligent inspections, the bureau aims to support the digital and intelligent upgrade of the Yangtze River channel and build a high-quality, modernized "smooth, safe, efficient, intelligent, and beautiful" Yangtze River Channel 2.0.
Looking ahead, the Yangtze River Channel Bureau will continue to deepen the intelligent application of low-altitude drones, expand innovative operational scenarios, improve airspace coordination and support, and iteratively upgrade its smart management platform. Through technological advancements, the bureau aims to further reduce channel maintenance costs, eliminate safety risks in frontline operations, enhance trunk channel navigation assurance capabilities, and promote the high-quality development of Yangtze River shipping.
