Recently, the Bohai Bay Port Group of Shandong Port officially issued the "Three-Year Action Plan for Smart Green Port Construction (2026-2028)." Guided by the Ministry of Transport's "Smart Port Digital Intelligence Technology Guide (First Edition)" and tailored to the development realities of the four major port areas of Weifang, Dongying, Binzhou, and Shouguang, the plan emphasizes a dual-wheel drive of green low-carbon and intelligent empowerment. It aims to create a benchmark for new productivity at general-purpose terminals nationwide and provides a practical, replicable, and promotable implementation plan for the transformation and upgrading of small and medium-sized general-purpose terminals.
The cultivation and development of new productivity are rooted in all aspects of port production and operations, representing substantive upgrades in berth operations, yard maintenance, and front-line loading and unloading. This plan focuses on two core themes: green low-carbon and digital intelligence empowerment, systematically advancing port transformation and upgrading. In terms of "green+" development, the port is concentrating on an integrated development model of wind, solar, hydrogen, and storage, steadily advancing clean energy projects such as photovoltaics, wind power, and energy storage, fully promoting electric and hydrogen-powered port equipment, and continuously optimizing the energy structure of the port area, embedding the concept of low-carbon environmental protection throughout the entire production process. Regarding "artificial intelligence+" transformation, leveraging cutting-edge technologies such as digital twins, large models, and intelligent sensing, the port is shifting production operations from traditional manual experience-based judgment to data-driven autonomous decision-making, effectively reducing manual operations in high-risk positions, achieving comprehensive improvements in cost reduction, efficiency enhancement, quality improvement, and safety assurance. This dual empowerment of ecological green and digital intelligence drives the iterative upgrading of traditional ports.

The plan specifies phased core development goals, proposing that by 2028, Bohai Bay Port's cargo throughput will exceed 100 million tons, establishing a 100-million-ton port group while simultaneously achieving the development goals of "full green electricity coverage, automated operations, fully intelligent operations, and fully controllable safety." By then, green electricity will become the core energy source for the port area, the level of intelligent and unmanned loading and unloading operations will continue to improve, port production and operations will achieve full-process intelligent control, safety risks will be predicted and proactively addressed, and a coordinated high-quality development pattern of safety, efficiency, green, and low-carbon will be fully realized.
Based on its development positioning, Bohai Bay Port has abandoned the model of blind expansion and copying large automated terminal construction, instead planning a steady three-step development path of "foundation building—digital intelligence enhancement—full-scale demonstration" to ensure the orderly and effective implementation of the three-year action plan. 2026 is designated as the foundation-building year, focusing on key operational scenarios to create a batch of demonstration scenarios for reducing personnel, increasing efficiency, unmanned operations, and low-carbon emission reduction, striving to increase the green electricity coverage rate in the port area to over 60%, and achieving breakthroughs in operational scenarios for advantageous cargo types such as steel coils, wood chips, and containers. 2027 is the digital intelligence enhancement year, continuously expanding the coverage of unmanned transformation, pushing the green electricity coverage rate to over 90%, addressing common industry pain points such as tank cleaning, and comprehensively improving port operational efficiency and overall benefits. 2028 is the full-scale demonstration year, fully implementing the construction tasks of the 100-million-ton port, completing smart green upgrades for all cargo types and the entire chain, and forming a replicable and promotable "Bohai Bay Port Model" for smart green construction of small and medium-sized general-purpose terminals.

This three-year action plan takes safety, green, and intelligence as its core focus, comprehensively strengthening the foundation for high-quality port development. In terms of safety production, it adheres to the concept of intrinsic safety development, promoting the application of robots, drones, and intelligent security systems in high-risk scenarios such as cabin operations, high-altitude construction, and confined space operations, replacing traditional high-risk manual positions and fortifying the safety production defense line of the port. In terms of green development, it steadily advances clean energy projects such as wind power, photovoltaic microgrids, energy storage, and pure electric port vessels, continuously improving the clean energy supply system in the port area, and steadily advancing near-zero carbon emissions in port operations. In terms of intelligent upgrades, it implements digital systems such as intelligent scheduling, smart yards, petroleum coke smart supermarkets, marketing assistants, and digital twins, integrating artificial intelligence technology into all business aspects, including production scheduling, equipment maintenance, customer marketing, and safety management.
In the national port development landscape, Bohai Bay Port does not pursue the advantage of large-scale capacity but precisely targets the development track of small and medium-sized general-purpose terminals, carving out a distinctive development path of "small but refined, replicable, and promotable." The plan refines the macro strategy of smart green development into specific, actionable, and assessable implementation measures, providing clear action guidance for port transformation and development.
