Dongying's "2026 Fishing Season Escort Action" Fully Launched

At 12:00 on September 1, the four-month summer fishing moratorium in the waters of the Yellow Sea and Bohai Sea officially ended. In Dongying City, six fishing ports and 1,100 fishing vessels concentrated on heading out to sea for operations, leading to a sharp increase in the density of commercial and fishing vessels at sea and entering a critical period for collision accident prevention. The Dongying Maritime Safety Administration, together with the Dongying Marine Development and Fisheries Bureau and other departments, simultaneously launched the "2026 Escort Fishing Action." Maritime, fisheries, coast guard, and public security enforcement forces were fully deployed to build a multi-dimensional maritime traffic safety defense line for the fishing season.

Before the fishing season began, maritime, fisheries, and other departments jointly conducted educational activities such as commercial and fishing vessel safety production seminars, "face-to-face" sessions with commercial and fishing vessel captains, "first lesson of fishing season," and interactive boarding experiences for crew members. These activities aimed to educate fishery practitioners on navigation channels, routes, anchorages, safe operation zones, and related laws and regulations. They also reported cases of collisions between commercial and fishing vessels and violations to deepen the effect of warning education and firmly prevent unsafe behaviors such as ignoring high-frequency communication, obstructing navigation within routes, and cutting across the bow of other vessels.

On the day the fishing season began, on-site maritime control was fully upgraded. The Dongying Maritime Safety Administration deployed three enforcement vessels, including the "Marine Patrol 05401," to form an escort fleet that safeguarded the concentrated departure of fishing vessels throughout the process. During this joint "Fishing Escort" operation, a total of 36 enforcement personnel, 3 enforcement vessels, and 6 drones were dispatched. The operation covered over 70 nautical miles of maritime patrol and 6.5 hours of aerial drone patrol, effectively ensuring the navigation safety of vessels on the first day of the fishing season.

After the fishing season began, multiple departments simultaneously carried out joint duty shifts to promote integrated traffic management for commercial and fishing vessels. During peak periods of fishing vessels entering and leaving ports, joint duty personnel broadcast navigation safety information in advance and, as needed, implemented temporary traffic control, staggered departures, speed control, and route adjustments to reduce peak flow and avoid risks of vessel congestion. Additionally, they conducted random checks on commercial and fishing vessels via VHF channel 16 to ensure compliance with the "early, large, wide, clear" avoidance requirements, maintain proper lookout, and prevent cutting across the bow of other vessels.

It is reported that after the September 1 patrol, joint enforcement forces will station themselves in high-risk collision areas for commercial and fishing vessels, transitioning to routine patrols after September 6. Moving forward, the Dongying Maritime Safety Administration will continue to deepen the integrated management mechanism for commercial and fishing vessels, improve the "discovery—notification—handling—feedback" closed-loop management system, and comprehensively safeguard the stability of maritime safety in the jurisdiction during the fishing season.
