Jiangsu plans full coverage of meteorological perception and early warning in key waterways.

Recently, the General Office of the Jiangsu Provincial Government issued the "Jiangsu Province Water Traffic Safety Supervision and Rescue System Layout Plan (2026–2030)" (referred to as the "Plan"). The "Plan" outlines five major projects in a column format: infrastructure function enhancement, supervision and rescue capacity improvement, three-dimensional perception capability construction, intelligent capability enhancement, and service support capability improvement. By 2030, full coverage of dynamic ship perception and meteorological perception and early warning will be achieved in key waterways.

Jiangsu is a major province for water transportation, with major waterways such as the Yangtze River and the Beijing-Hangzhou Grand Canal running through its territory. It is a hub for industries such as hazardous chemical transportation by ship, tourism ferry services, and offshore wind power, with high water traffic, complex navigation environments, and numerous safety control points. The "Plan" is the nation's first provincial-level key special plan that covers the entire chain of supervision and rescue and spans all water areas, including rivers, lakes, and seas. It focuses on six major directions, including improving the water safety governance system, optimizing the infrastructure functional layout, and accelerating the construction of supervision and rescue capabilities. It specifies 17 key construction tasks to build a modern water traffic safety supervision and rescue system that is fully covered, collaborative, and efficient.

According to the "Plan," Jiangsu will improve the layout of supervision and rescue emergency standby points, promote the intelligent upgrading and functional expansion of existing facilities, and establish an infrastructure layout that integrates physical presence, full coverage, and functional integration. Key water areas, such as passenger ferry waterways, will achieve "one region, one policy" for supervision and rescue facilities, ensuring full coverage.

In terms of aerial equipment construction, Jiangsu will coordinate the advancement of low-altitude intelligent equipment and the upgrading of professional aviation rescue capabilities, creating an all-weather, professional, efficient, and sea-air coordinated three-dimensional rescue force. The province will also strengthen the construction of aviation emergency rescue capabilities by adding helicopter aviation emergency rescue support bases.
