The 18th typhoon of the year, "Saudel," is gradually approaching the coast of Zhejiang, with wind strength continuing to increase. The Zhoushan Maritime Safety Administration activated a Level II typhoon emergency response at 8:00 PM on August 25. As of 2:00 PM on August 26, all 72 water passenger transport routes in Zhoushan have been suspended due to strong winds at sea.

Since the Zhoushan Maritime Safety Administration activated a Level III typhoon emergency response at 8:00 AM on August 24, key island areas such as Zhoushan's Liuheng, Shengsi, Putuo Mountain, and Dongji have been seizing the precious window of time before the typhoon's impact to implement targeted measures and coordinated efforts for typhoon safety assurance, striving to build a solid maritime safety barrier for the islands. Among them, Sha'ao Passenger Terminal, as the core water transport hub connecting Liuheng and Ningbo, plays an important role in material transportation. Maritime law enforcement officers seized the window of time before passenger ships were suspended to conduct comprehensive and thorough safety inspections of passenger ships during loading and unloading operations. As the only county in Zhejiang composed entirely of islands, the region initiated passenger evacuation work in advance, coordinating the transport capacity of outlying islands such as Sijiao, Huaniao, Gouqi, and Shengshan to guide passengers to evacuate in an orderly manner in batches. The national 5A-level scenic area Putuo Mountain, considering its high passenger flow and concentrated population, strictly implemented typhoon emergency work deployments, dynamically optimized passenger transport schedules, and meticulously conducted on-site passenger flow guidance and phased evacuation of tourists. Simultaneously, it strengthened terminal order management, ship safety supervision, and 24-hour emergency duty, creating a comprehensive safety protection network for water transportation in the scenic area. According to statistics, since the Zhoushan Maritime Safety Administration activated the Level III typhoon emergency response, nearly 100,000 passengers have been safely evacuated from the islands.

To ensure the safety and orderliness of the entire passenger evacuation process, the maritime department has utilized intelligent maritime platforms and other information-based supervision systems to dynamically monitor passenger transport routes and docked passenger ships within its jurisdiction, tracking ship navigation and anchoring activities in real time. By comprehensively employing methods such as drone inspections, patrol boats, and on-site terminal checks, the department has conducted full-coverage typhoon hazard inspections for passenger ships, focusing on verifying the condition of navigation equipment and anchoring and mooring facilities. Passenger transport companies have been urged to strictly fulfill their primary responsibility for safety production and scientifically adjust passenger transport schedules. Emergency duty and monitoring have been strengthened simultaneously, with typhoon warnings and suspension announcements being issued through multiple channels on a rolling basis, aiming to build a robust maritime safety defense line during passenger evacuation.
