On November 29, it was reported that Shandong's tire industry has entered a wave of transformation and upgrading in recent years, striving to get rid of the label of "low-end, cheap". In order to achieve this goal, Shandong tire companies actively responded to policy calls and took a series of effective measures. Driven by a number of policies, nearly 10,000 low-end tire production capacity has been eliminated, marking that Shandong tires are moving in the direction of high quality, green and intelligent.
According to statistics, in the past four years, Shandong's tire industry has undergone in-depth adjustments, eliminating at least 91.5 million pieces of backward production capacity, and the production capacity layout has been continuously optimized. Especially in 2024, the latest report released by the Dongying City Ecological Environment Bureau shows that five rubber tire companies have stopped production and exited, involving a production capacity of 14.93 million units. At the same time, 48 rubber refining equipment have been renovated or eliminated. This series of measures not only reduced excess capacity, but also laid the foundation for high-quality development of the industry.
According to the Carbon Black Industry Network, in May 2024, the Shandong Province Development and Reform Commission released the list of the first batch of "two high" projects that were shut down and withdrawn and continued to be implemented. Among them, 8 tire projects were included in the shutdown list, while 233 projects were continued to be retained. This shows that while promoting the optimization of industrial structure, Shandong also pays attention to protecting and developing potential tire companies.
Looking back on the past few years, the Shandong Province government has been actively promoting the transformation and upgrading of the tire industry. At the end of 2023, the Information Office of the Shandong Province Government introduced that by paying close attention to the optimization and upgrading of the industrial structure, the hard power of the manufacturing industry has been significantly improved, and the elimination of backward momentum has been accelerated. The reduction, transfer and integrated tire production capacity reached 23.8 million pieces that year. As early as 2022, Shandong Province issued relevant action plans, planning to integrate and withdraw all-steel radial tire enterprises with an annual output of less than 1.2 million pieces and semi-steel radial tire enterprises with an annual output of less than 5 million pieces by the end of that year.
In addition, under the guidance of policies, Shandong tire companies have also actively launched a number of high-quality new projects to promote industrial upgrading. For example, the technical transformation and cultivation library project released by the Dongying City Bureau of Industry and Information Technology in August this year included 6 tire projects. Among them, Shandong Youyue Rubber Technology Co., Ltd.'s annual output of 12 million sets of ultra-high-performance environmentally friendly passenger car tires and 3 million sets of green intelligent truck tires are particularly eye-catching. As the first newly established high-end tire project in Shandong Province after policy adjustment and optimization, this project has achieved digitalization, networking and intelligence in the entire production process, with significant energy-saving effects and extremely high production efficiency.
Faced with the dilemma of overcapacity, Shandong, as a major tire province, is actively seeking a path to change. Through measures such as eliminating backward production capacity, launching high-quality new projects, and strengthening scientific and technological innovation, Shandong's tire industry is developing in a higher quality, greener and smarter direction. This is not only a challenge for every tire company, but also the key to promoting the sustainable and healthy development of the entire industry.
