On May 19, the National Development and Reform Commission issued the "Power Demand Side Management Measures (Draft for Comments)" and "Power Load Management Measures (Draft for Comments)", which are now open to the public for comments. The public solicitation time is from May 19 to June 18.

  Among them, the "Power Demand Side Management Measures (Draft for Comments)" proposes that the power operation authority should formulate an orderly power use plan based on actual conditions and in accordance with the principle of limited retention. Strictly protect the electricity consumption of residents, agriculture, important public utilities and public welfare services, and give priority to ensuring the electricity consumption of enterprises in key industrial chains and supply chains. On the premise of ensuring production safety, we will focus on restricting the electricity consumption of enterprises such as eliminated, restricted, high energy consumption, high emissions, and low-level enterprises. It is not allowed to implement indiscriminate and orderly electricity use for energy-using enterprises and units in the name of national and local energy-saving target responsibility evaluation and assessment.

  This draft for comments focuses on key industries and fields to implement policies and promote them in categories. Strengthen the connection between power demand-side management and carbon peaking action plans in key areas such as industry, construction, transportation, and agriculture, and coordinate the improvement of the efficiency of key energy-using process equipment products and the comprehensive energy efficiency of the entire chain.

  At the same time, industry leading enterprises, large state-owned enterprises, multinational companies, etc. are encouraged to consume green electricity, play a leading role in demonstrating, and promote regions with more export-oriented enterprises and strong economic affordability to gradually increase the proportion of green electricity consumption. Strengthen the rigid constraints on the use of green electricity by high-energy-consuming and high-emission enterprises, and various localities can set a minimum proportion of green electricity in the power consumption of high-energy-consuming and high-emission enterprises based on actual conditions.
