In order to promote the transformation and upgrading of the calcium carbide industry and promote the high-quality development of the industry, according to the relevant national laws and regulations, the Ministry of Industry and Information Technology recently announced the normative conditions of the calcium carbide industry. The "normative conditions" include general principles, general requirements, quality, technology and equipment, energy conservation and carbon reduction and comprehensive utilization of resources, environmental protection and cleaner production, safety, fire control and occupational health, standardized management and supplementary provisions, and other eight parts and 24 specific contents, which shall enter into force as of October 31, 2023.

Standard conditions for calcium carbide industry
In order to promote the transformation and upgrading of the calcium carbide industry and promote the high-quality development of the industry,    has formulated the conditions of this specification in accordance with the relevant laws and regulations of the state.
General principles
   (1) the conditions of this specification are applicable to all types of calcium carbide enterprises within the territory of the people's Republic of China (except Hong Kong, Macao and Taiwan) and are used to guide the transformation and upgrading of the calcium carbide industry without the preposition and compulsion of administrative examination and approval.
2. General requirements
   (2) calcium carbide enterprises shall comply with the requirements of relevant national and local laws and regulations, industrial policies, standards and norms, development planning, land space planning, urban construction and other special planning.
   (3) the external protection distance of calcium carbide enterprises shall meet the requirements of relevant national standards or specifications. The new calcium carbide plant shall be located in the identified chemical park with general or low safety risk, and meet the requirements of land space planning and use control policy, urban construction and other special planning, chemical park overall planning, industrial development planning and hazardous chemicals "prohibition, restriction and control" catalogue. Calcium carbide plants are encouraged to be matched with upstream raw materials and energy sources such as blue carbon, limestone and power generation, and downstream production facilities such as polyvinyl chloride and 1BET 4-butanediol.
Quality, technology and equipment
   (4) calcium carbide enterprises shall establish and implement a quality management system that meets the requirements of the quality Management system requirements (GB/T 19001) and pass the third-party certification of the quality management system. The quality of calcium carbide products should meet the requirements of calcium Carbide (calcium Carbide) (GB 10665).
   (5) the capacity of a single calcium carbide furnace should be 25000 KVA and above. A closed calcium carbide furnace shall be used, equipped with testing devices such as electrode voltage, current, position, material level (or weight) of calcium carbide bin, furnace gas temperature and pressure, raw material weighing and so on, and be equipped with on-line analysis device of furnace gas composition. the configuration of intercooled closed circulating cooling water system is encouraged. Calcium carbide enterprises shall completely eliminate the equipment and processes listed in the guidance catalogue of Industrial structure Adjustment.
   (6) calcium carbide enterprises should adopt distributed control system (DCS), combustible gas and toxic gas detection alarm system (GDS) and other real-time monitoring process parameters, explosion danger area toxic and combustible gas alarm information and so on. Encourage enterprises to use digital platforms to enhance their digital management capabilities in the whole process of manufacturing, operation and management, operation and maintenance services, improve the level of intelligent manufacturing, and support the transformation and upgrading of enterprises.
Energy saving, carbon reduction and comprehensive utilization of resources
   (7) calcium carbide enterprises shall establish and implement an energy management system that conforms to the requirements of the Energy Management system and guidelines for use (GB/T 23331), and the energy measurement instruments shall comply with the relevant requirements of the General principles for the equipment and Management of Energy Metering Instruments for Energy users (GB 17167). Enterprises are encouraged to establish energy management and control centers and carry out third-party certification of energy management systems.
   (8) the comprehensive energy consumption of calcium carbide production in calcium carbide enterprises should not be higher than 823kg standard coal / ton, and the electric furnace electricity consumption should not be more than 3080 kWh / ton. Enterprises are encouraged to target energy efficiency benchmarking in key areas of industry and strengthen the technological transformation of energy conservation and carbon reduction.
   (IX) calcium carbide enterprises shall formulate carbon emission reduction plans, and carbon dioxide emissions per ton of calcium carbide (300L/kg) shall not exceed 2.1t (calculated in accordance with the greenhouse Gas Emission Accounting and reporting requirements part 10: chemical production Enterprises (GB/T 32151.10)).
   (10) encourages calcium carbide enterprises to use vertical drying devices to dry carbon materials, use waste heat from gas-fired lime kilns as the heat source of carbon drying devices, and use high-efficiency thermal insulation materials for calcium carbide furnace bodies and lime kilns. Calcium carbide furnace gas, calcium carbide production process carbon powder (including under the screen and dust ash) should be 100% recovery and comprehensive utilization, encourage enterprises to strengthen the blue carbon drying equipment and lime kiln tail gas carbon dioxide recovery and utilization. Calcium carbide enterprises are encouraged to recycle all kinds of sensible heat in the calcium carbide production boundary area, and strengthen the utilization of wind energy, solar energy, photovoltaic and other renewable energy.
5 Environmental protection and cleaner production
    (11) calcium carbide enterprises shall abide by the Environmental Protection Law and other laws and regulations and environmental protection standards, and establish and implement an environmental management system that meets the requirements of the Environmental Management system Standard (GB/T 24001). Strictly implement the requirements of national and local eco-environmental protection. The new construction, reconstruction and expansion of calcium carbide projects shall strictly implement the environmental impact assessment system, and the supporting environmental protection facilities must be designed, constructed and put into production at the same time as the main project.
   (12) calcium carbide enterprises shall apply for and obtain pollutant discharge permits in accordance with the law, construct and maintain discharge monitoring points in accordance with the regulations, carry out self-monitoring and open monitoring data, and achieve compliance with standards, total volume control requirements and compliance with the law. Emissions of particulate matter, sulfur dioxide, nitrogen oxides, ammonia, hydrogen cyanide and other pollutants shall comply with the Air Pollutant Emission Standard for Lime and calcium Carbide Industry (GB). 41618) requirements. The lime kiln of calcium carbide enterprise should meet the B-level index requirements of the performance classification lime kiln industry of the key industries of heavy pollution weather, and encourage enterprises to meet the A-level index requirements by means of technical transformation. Calcium carbide furnace gas purification and dust removal ash should be stored in the plant area and incinerated for harmless treatment. The corresponding dust collection and dust suppression facilities should be set up for the links that are easy to produce dust, such as raw materials entering the plant, processing, transportation and product packaging. Smoke and dust shall not be discharged at will in the production process of calcium carbide, and smoke and dust collection devices shall be installed at the outlet of calcium carbide. The collection, storage, transfer, utilization and disposal of solid waste in enterprises shall meet the requirements of laws and regulations on the prevention and control of solid waste pollution. If they belong to hazardous waste, they shall also meet the relevant management requirements of hazardous waste and guard against environmental risks. The places where soluble highly toxic wastes are stored in enterprises shall take measures of waterproof, anti-leakage and anti-loss to prevent new pollution of soil and groundwater. If they belong to the key regulatory units of soil pollution, they shall, in accordance with the requirements of relevant laws, regulations and standards, report the discharge of toxic and harmful substances to the competent department of ecological environment annually, establish a system for investigating hidden dangers of soil pollution, and carry out self-monitoring.
   (13) calcium carbide enterprises shall monitor resource consumption and waste production in the process of production and service, carry out cleaner production audit in accordance with the law, and pass cleaner production audit and evaluation. Enterprises that are included in the list of enterprises that disclose environmental information according to law shall disclose environmental information according to law in strict accordance with the requirements of the measures for the Administration of Enterprise Environmental Information Disclosure according to Law and the guidelines for the format of Enterprise Environmental Information Disclosure according to Law. Enterprises in key areas are encouraged to give priority to clean transportation of bulk materials and products.
   (14) No major or particularly serious environmental pollution or ecological damage incidents have occurred in calcium carbide enterprises within two years.
6 Safety, fire fighting and occupational health
   (15) calcium carbide enterprises shall abide by the Law on Safety in production, the Fire Law, the Law on the Prevention and treatment of Occupational Diseases, the regulations on the Safety Management of dangerous Chemicals, the regulations on Labor Protection in workplaces where drugs are used, and the Special provisions on Labor Protection for female Workers, and other laws and regulations relating to production safety and occupational health Have the conditions for production safety, fire control and occupational health stipulated in relevant laws, administrative regulations and national or industry standards, and obtain a production safety license for hazardous chemicals.
   (16) calcium carbide enterprises shall strictly implement the safety assessment and occupational disease hazard assessment system in accordance with the law, and carry out regular inspection of occupational disease hazards in the workplace and occupational health monitoring of workers in accordance with the law. The safety, fire control facilities and occupational disease prevention facilities of the new, reconstruction and expansion calcium carbide project shall be designed, constructed and put into production at the same time as the main project, and apply to the emergency management department for the examination of safety conditions and the design of safety facilities for hazardous chemicals construction projects in accordance with the law. Encourage enterprises to carry out process safety management in accordance with the requirements of the Chemical process Safety Management guidelines.
   (17) calcium carbide enterprises should establish and improve the safety production responsibility system, safety production and occupational health rules and regulations, implement the safety guarantee responsibility system for major hazard sources, and in accordance with the second batch of key supervision hazardous chemical process catalogue "calcium carbide production safety technical regulations" (GB/T 32375) requirements, strengthen safety control. Enterprises shall formulate emergency plans for production safety accidents such as "emergency plan for water leakage in the furnace", "electrode soft and hard emergency plan", and conduct regular drills and evaluations. and equipped with safety, fire control, occupational health full-time management personnel and corresponding equipment, personal protective equipment, fire control team and emergency rescue team in accordance with the law.
   (18) calcium carbide enterprises should strengthen safety control in key links, such as calcium carbide raw material crushing, screening, drying, transportation, storage, feeding, dust collection, electrode pressure discharge, furnace gas purification (or tail gas treatment), etc., should all be automatically controlled, and manual feeding and other on-site operation shall not be adopted in the production process. Encourage the use of robot operation in the calcium carbide discharge link, the furnace door of the furnace cover should be remotely controlled, the furnace cover and the furnace gas purification area should be inspected by robot, and the material surface treatment robot should be remotely controlled. The equipment rate of the automatic control system of devices or storage and transportation facilities involving "two key points and one major" should reach 100%, and the on-line monitoring and monitoring rate of major hazards should reach 100%. A dual prevention mechanism should be established for health and safety environment (HSE) management system, safety risk graded management and control, and hidden danger investigation and treatment. Enterprises are encouraged to carry out the construction of "industrial Internet + safety in production".
   (19) No major, major or particularly serious production safety accidents have occurred in calcium carbide enterprises in two years.
Seven standardized management
   (20) Application, examination and announcement of standard conditions for enterprises in calcium carbide industry:
1. The Ministry of Industry and Information Technology is responsible for the standardized management of enterprises in the calcium carbide industry.
two。 All calcium carbide industry enterprises (with independent legal personality or independent accounting units regarded as legal persons) that have been completed and put into operation for more than 1 year (including 1 year) may voluntarily apply for announcement in accordance with the normative conditions of calcium Carbide Industry. The enterprise applying for announcement shall compile the Application report of Enterprise Standard announcement in calcium Carbide Industry (see Annex 1) and provide relevant materials as required. The legal representative, informant and examiner of the enterprise shall be responsible for and bear the corresponding responsibility for the complete authenticity of the application materials.
3. The competent department of industry and information technology at the provincial level shall be responsible for receiving the application for regulatory conditions and the preliminary examination of the relevant enterprises in the region, and the central enterprises shall conduct self-examination. The preliminary examination or self-examination unit shall verify the reporting enterprise in accordance with the requirements of the standard conditions, put forward the opinions of the preliminary examination or self-examination, and submit the application materials of the enterprise to the Ministry of Industry and Information Technology.
4. The Ministry of Industry and Information Technology shall centrally receive the application materials submitted by the relevant departments or units, and entrust industry associations and other institutions to organize relevant experts to review the enterprise reports and, if necessary, to organize on-site verification.
5. The Ministry of Industry and Information Technology shall examine the enterprises that have passed the review, solicit the opinions of the Ministry of Ecology and Environment and other departments when necessary, publicize the enterprises that meet the standard conditions, announce them without objection, and copy them to the relevant departments.
   (21) announces that enterprises implement dynamic management.
The Ministry of Industry and Information Technology of    carries out dynamic management of the list of announced enterprises. Before the end of March each year, the normative enterprise shall submit the self-examination report of the previous year to the local provincial-level competent department of industry and information technology (see Annex 2), which shall be responsible for the examination and submit the results of the examination to the Ministry of Industry and Information Technology; the central enterprise shall conduct self-examination and submit the results of self-examination to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology organizes associations to conduct spot checks on the announced enterprises. All sectors of the community are encouraged to supervise the announcement of enterprise norms. If the announcement enterprise has any of the following circumstances, its announcement will be revoked:
1. Those who commit fraud by filling in the relevant materials
two。 Refusing to carry out annual self-inspection, supervision and inspection and irregular on-site inspection
3. Unable to maintain the requirements of the standard conditions.
4. The main production equipment shuts down or stops production for one year or more.
5. Serious social impact caused by major product quality problems, major environmental pollution incidents or ecological damage incidents, larger or more production safety accidents, or major social instability incidents
6. There is a backward production capacity that has been explicitly eliminated by the state or local government.
If    intends to withdraw the announcement, the Ministry of Industry and Information Technology will inform the relevant enterprises in advance and listen to the statements and arguments of the enterprises. In principle, an enterprise whose announcement is revoked may not apply again until 12 months after the completion of the rectification and reform.
If there is a major change in the standardized enterprise announced by    (remote transformation, in-situ transformation and change in the main process, etc.), it shall apply for change and re-submit the Application report of Enterprise Standardization announcement in calcium Carbide Industry, which shall be verified by the competent department of industry and information at the provincial level and reported to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology will make a change announcement.
Eight supplementary provisions
    (22) the standard specifications and related policies referred to in these conditions shall be implemented in accordance with their latest version.
   (23) the conditions of this Code shall enter into force as of October 31, 2023.
