On October 18, the Development and Reform Commission of Henan Province publicly solicited opinions from the public on the "List of Prohibited and Restricted Non-degradable Disposable Plastic Products in Henan Province (Draft for Comments)". The public solicitation time is from October 18, 2023 to October 27, 2023.

The Henan Province Development and Reform Commission introduced that in order to do a good job in the legislative work of the "Regulations of Henan Province on Prohibitions and Restrictions of Non-degradable Disposable Plastic Products", the Henan Province Development and Reform Commission and the Provincial Department of Ecology and Environment have compiled and formed the "List of Prohibitions and Restrictions of Non-degradable Disposable Plastic Products in Henan Province (Draft for Comments)" based on national and provincial plastic pollution control policy documents (see annex). If you have any opinions and suggestions, please feedback your opinions and basis to the Provincial Development and Reform Commission (Resource Conservation and Environmental Protection Department) in the form of letters or emails within the specified time, and please indicate the unit, individual and contact information.

The draft for comments shows that Henan plans to include 11 categories of disposable plastic products in the list, namely:

Ultra-thin plastic shopping bag with a thickness of less than 0.025 mm

Polyethylene agricultural mulch film with a thickness of less than 0.01 mm

Disposable foamed plastic tableware

Disposable plastic cotton swab

Daily chemical products containing plastic beads

Making plastic products using medical waste as raw material

Non-degradable plastic bag

Disposable plastic tableware

Disposable plastic straw

Disposable supplies for hotels and hotels

Express plastic packaging

Among them, for non-degradable plastic bags, it is stipulated: "It is prohibited to provide and use non-degradable plastic shopping bags for holding and carrying items, excluding those used to hold bulk fresh food, cooked food, pasta and other commodities for health and food safety purposes. Plastic pre-packaging bags, rolling bags, fresh-keeping bags, etc."

For disposable articles in hotels and hotels, it is stipulated: "Disposable plastic articles are not allowed to proactively provide."
