At the June press conference held on the morning of June 18, Li Chao, deputy director and spokesperson of the Policy Research Office of the National Development and Reform Commission, said that in order to promote the completion of the clear energy conservation and carbon reduction goals set out in the "14th Five-Year Plan" outline, we will deeply explore key areas and key industries. In the next step, the National Development and Reform Commission will work with relevant parties to vigorously promote energy conservation and carbon reduction in the whole society, focusing on three aspects of work.

    First, implement the action plan well. Continue to promote the ten major actions for energy conservation and carbon reduction, anchor the binding indicators for reducing energy consumption intensity during the "14th Five-Year Plan", and do our best to promote various energy conservation and carbon reduction work. At the same time, we must also strengthen the guarantee of high-quality development energy use.

    Second, tap the potential of key industries. The National Development and Reform Commission and relevant departments have issued special action plans for energy conservation and carbon reduction in four industries: steel, refining, synthetic ammonia, and cement, clarifying specific goals and implementation paths. At the same time, the National Development and Reform Commission is also promptly introducing special action plans for energy conservation and carbon reduction in other key industries such as electrolytic aluminum, data centers, and low-carbon transformation and construction of coal and electricity. In addition, the National Development and Reform Commission will also carry out in-depth energy efficiency diagnosis of key energy-using units, vigorously promote energy-saving and carbon-reduction renovations and energy-using equipment updates, and continue to promote energy-saving and carbon-reduction work in key areas such as industry, construction, and transportation.

    Third, strengthen the guarantee of policy standards. Study and revise the "Measures for Energy Conservation Review of Fixed Asset Investment Projects" and establish a dynamic adjustment mechanism for energy conservation review authority. Strengthen energy conservation management in key energy-using units and strengthen energy conservation supervision in accordance with laws and regulations. Deeply implement the 100 energy-saving and carbon-reduction standard improvement actions during the "14th Five-Year Plan", and accelerate the formulation and revision of a number of mandatory national standards for energy conservation.
