    On September 26, the China Petroleum and Chemical Industry Federation held the 2023 National Petroleum and Chemical Industry Energy Efficiency "Leaders" Release and Energy Saving, Water Saving and Low-Carbon Technology Exchange and Promotion Meeting in Beijing. The list and indicators of energy efficiency "leaders" and water efficiency "leaders" in the petroleum and chemical industry in 2023 will be released simultaneously.

Li Yunpeng, Secretary of the Party Committee of China Petroleum and Chemical Industry Federation, pointed out that this year is the 13th year of the industry's energy efficiency "Leaders" release event and the fourth year of the water efficiency "Leaders" release event. The key products released by the energy efficiency "Leaders" are 24, an increase of 2 products from pajamas and liquefied natural gas (LNG) receiving stations compared with the previous year, and the coverage has expanded to 43. The key products released by the water efficiency "Leaders" have also expanded to 13. In 2023, the energy consumption indicators of the first energy efficiency "leaders" in refining, ethylene, para-xylene, synthetic ammonia (natural gas as raw material), and polyvinyl chloride (calcium carbide method) will decrease by 6.1% and 5.3%, 11.4%, 3.9%, and 7.4% respectively compared with 2022. A large number of advanced energy-saving and water-saving enterprises have emerged across the industry, effectively promoting the improvement of energy efficiency and water efficiency and green and high-quality development in the industry.

Li Yunpeng emphasized that this year is a critical year for achieving the goals and tasks of the "14th Five-Year Plan". The State Council has successively issued the "2024-2025 Action Plan for Energy Conservation and Carbon Reduction" and the "Work Plan for Accelerating the Construction of a Dual Control System for Carbon Emissions", which is important for petroleum and chemical industry The green and low-carbon transformation work has put forward new requirements. In order to establish a good benchmark for energy efficiency and water efficiency, actively carry out benchmarking work, lay a solid foundation for energy conservation, water conservation and low-carbon work, and accelerate the green and low-carbon transformation of the petrochemical and chemical industry, the whole industry must make every effort to overcome difficulties in the future and continue to improve the utilization of energy resources. Zhang Qingyong, director of the Water Conservation Promotion Center of the Ministry of Water Resources, said that in recent years, the level of conservation and intensive recycling of water resources in the petrochemical industry has been continuously improved. In 2022, the total water intake of the petrochemical industry will be approximately 8 billion cubic meters, and the water reuse rate will reach 93%. The water intake per ton of oil by "leaders" in water efficiency will be as low as 0.3 cubic meters. The water intake per unit of synthetic ammonia, the main water product, has dropped by more than 30% compared with 10 years ago, and the overall water consumption efficiency has reached the world's advanced level. In 2023, the water intake per ton of oil by "leaders" in water efficiency has dropped to 0.25 cubic meters to 0.3 cubic meters.

"Currently, the Ministry of Water Resources is focusing on high-water-consuming industries in the Yellow River Basin, establishing a mandatory water quota management system, and striving to compile and publish mandatory national standards for water quotas covering major high-water-consuming industries in the Yellow River Basin within two years.
