China Resource Recycling Group plans to be established

Recently, at a special news conference of the National Development and Reform Commission, Zhao Chenxin, member of the party group and deputy director of the National Development and Reform Commission, expressed support for the establishment of a China Resources Recycling Group and the establishment of a national and functional resource recycling platform.


This is the first official disclosure of the progress of the establishment of the "Chinese prefix" resource recycling group. According to the official website of SASAC, there are currently 97 central enterprises, and China Resource Recycling Group will become the 98th central enterprise.


The China Securities Journal reported in mid-September that the China Resources Recycling Group is preparing for the establishment, and the scrap recycling business of Baowu is expected to be integrated into the new central enterprises to provide physical support for the follow-up promotion of recycling.


Experts said that the acceleration of the reorganization and integration of central state-owned enterprises in this round reflects the characteristics of high speed, steady rhythm and great intensity, focusing on optimizing the layout of state-owned capital, promoting professional integration, and achieving the goal of high-quality development of the state-owned economy.


The establishment of the central enterprise is composed of multi-party cooperation, including Tianjin Municipal people's Government, State-owned assets Supervision and Administration Commission of the State Council, China Petrochemical Group Co., Ltd., China Baowu Iron and Steel Group Co., Ltd., China Aluminum Group Co., Ltd., China Minmetals Group Co., Ltd., China Building Materials Group Co., Ltd., China Resources (Group) Co., Ltd., each contributed 3 billion yuan. It plans to set up a new central enterprise with a capital of 30 billion yuan.


Among them, Sinopec is responsible for the recycling of waste plastics, and China Resources Group is responsible for the recycling of waste textiles. Multi-party cooperation to participate in the demonstration of strong funding capacity, but also reflects that the government attaches great importance to the preparation of China Resource Recycling Group.


It is reported that its headquarters may be located in Tianjin, will be the only first-tier central enterprise in Tianjin, and will also become a key force in promoting the recycling of resources in China.


Up to now, 31 provinces have issued scrap related policies to optimize the construction of scrap processing and promote the development of scrap industry. For example, Shandong Province proposes that the utilization of scrap steel will increase by more than 20% by 2025, and the proportion of scrap steel in iron and steel raw materials will reach about 30%. By 2025, the annual utilization of scrap resources in the province's iron and steel industry will reach more than 14 million tons. The demand of scrap steel market is strong, and the demand of reverse logistics is huge.


At present, the market scale of the global reverse logistics industry is expanding, and it is expected to maintain a trend of rapid growth in the next few years. The market size of the global reverse logistics industry reached US $5.0138 trillion in 2022, with an average compound growth rate of 4.6 per cent from 2017 to 2022. As the second largest economy in the world, China's reverse logistics industry is also showing a strong growth trend.


In recent years, the National Development and Reform Commission attaches great importance to the issue of recovery and recycling of waste materials, regards "recycling" as one of the four major actions of "two new", and conscientiously performs the duties of the department in charge of circular economy. in conjunction with relevant departments to continue to promote recovery and recycling action.


Up to now, about 150000 recycling networks and 1800 large-scale sorting centers of various types have been built in the country, effectively solving the problem of insufficient and imperfect recycling networks in the past. We will further carry out the construction of national "urban mineral" demonstration bases, 60 key cities for recycling of waste materials and demonstration projects for comprehensive utilization of bulk solid waste, so as to guide the further agglomeration and large-scale development of renewable resources processing and utilization industry. Up to now, the comprehensive utilization rate of bulk solid waste in the country has reached 59%. The utilization of 10 major renewable resources, such as scrap steel and scrap non-ferrous metals, is increasing substantially every year, and the annual utilization of scrap steel has reached 260 million tons.


In response to a question on "specific measures to promote recycling in the next step," Zhao Chenxin said that the National Development and Reform Commission, together with the parties concerned, will speed up the construction of a waste recycling system covering all fields and links, and continue to smooth the resource recycling chain. We will promote the realization of "it is easier to get rid of the old and more convenient to replace it."


First, speed up the development of the "replacement + recycling" logistics system and new model, and further improve the recycling network of waste products and equipment.


The second is to strengthen the extension of producer responsibility, support enterprises to build a reverse logistics system for recycling waste products, and promote the efficient utilization of decommissioned wind power photovoltaic and power batteries. At the same time, we will support the establishment of a China Resources Recycling Group and promote the establishment of a national and functional resource recycling platform.


The third is to optimize the registration management of used car transactions, improve the import standards and policies of relevant resources, and build a greater system of international recycling.


Since the beginning of this year, green and low-carbon policy documents at the national level have been issued one after another, emphasizing the importance of implementing various policies to achieve the goal of "double carbon".
